Victimology: Crime and Criminal Victimization
Society's Response to Criminal Victimization Although crime and victimization rates have steadily declined since the early 1990s, societyââ¬â¢s perception and fear of crime is still very high. Greater participation between community members and local law enforcement is needed to help ensure that crime and victimization rates continue to decline. Crime prevention is a concept that can help reduce crime and public fear perception. Combating victimization requires a concerted effort between the public and private sectors. The United States is responding to violent crime in various proactive and reactive ways.Proactive measures are designed to prevent violence; they include community-family action programs, personal protection measures, lifestyle changes, and other crime prevention and security measures designed to divert opportunistic offenders at oneââ¬â¢s home, business, or other institutional setting. Victimization cannot be totally prevented; even the best crime prevention eff orts are not guarantees against crime. Reactive responses to victimization include community programs and laws implemented in response to a crime problem.The reactive responses are restorative approaches such as victim compensation and support programs, legislation, and civil justice responses. The restorative programs deal directly with victim assistance, although civil justice is designed to punish those responsible or associated with the victimization. The increase in the purchase in weapons reminds us of the fear many have. Community crime planning and increased security measures are a vital part of any crime prevention effort. The 1994 Federal Crime Bill was a significant step in addressing victimization and crime.The best way to curtail victimization is to address the sources of crime. Reducing victimization also includes awareness of personal risks or avoidance of life styles conductive to crime and victimization. Current victimology studies are performed by the World Society of Victimology. This organization does not focus on assigning responsibility to victims. The organization mentions the additional concept of secondary victimization by the criminal justice system; for example, a victim of a rape may be forced to recollect the act on the witness stand in front of the judge and jury so that the rape suspect can be convicted.The World Society of Victimology also mentions the role of the victim in the reform and restitution of a convicted criminal. Criminal victimization is a frightening and unsettling experience for many Americans. It is unpredictable, largely unpreventable, and often unexpected. Unlike normal life experiences, victimization is not sought out and is never welcomed; it is debilitating and demoralizing, and its efforts can often be long-term and difficult to overcome. Victims may be confused, fearful, frustrated, and angry. Becoming a victim of crime is an unpleasant and unwanted life experience at best.The impact of criminal victimizat ion is serious, throwing victims into a state of shock, fear, anxiety, and anger. The emotional, physical, psychological, and financial ramifications of crime can be devastating to victims. Coping with and recovering from victimization are complex processes. Sadly, some victims are never able to do so. Crime victimization can impact an individualââ¬â¢s ability to perform across a variety of roles, including those related to parenting, intimate relationships, occupational, and social functioning.Much of the available research focuses on changes in functioning among victims of intimate partner violence, with less research devoted to examining the consequences of other crime types on role functioning. I believe that society has responded very well to criminal victimization. They have created programs to help people who have gone through things in life other people donââ¬â¢t go through. Society is also improving their programs to help patients forget what happened to them. They ar e finding ways to help prevent victimization.If I were a victim, the programs available would seem a very encouraging opportunity to begin my road to recovery. If the society doesnââ¬â¢t do anything to help to respond to criminal victimization, there would be a lot more victims in need of help that canââ¬â¢t get it because the society doesnââ¬â¢t seem to care what happens to their people. I believe that the United States has done everything they can to help either prevent victimization or come up with different programs to help those in need.Not all societies have responded the same to victimization though; for example, Russia responds to victimization quite differently than the U. S. Some people may or may not choose to accept these programs that the society has come up with to help people in need. In my opinion, the society has responded very well to criminal victimization. Two Vastly Difrent Words Two Vastley Diffrent Meanings
Two vastly different words with Two vastly different meanings Ignorance and Stupidity are words that are commonly used out of context and either word is often mistakenly used in the others rightful place. Ignorance is commonly mistaken for stupidity in society. Just as commonly, stupidity can be denied and termed as ignorance. To say that these words are one in the same is ignorance in and of its self, that is if one is uninformed of the true definitions of either word. When one has been informed of the correct definition and still uses the term out of context well, that is an example of stupidity. For many reasons these two words have two vastly different meanings which can be easily contrasted with some thought. Ignorance can be defined as having no knowledge or information in ones mind of a specific subject. Ignorance is the result of a lack of education, one can not be expected to have the correct response when exposed to something they are uneducated on. For example, a male student walks into his college math class half an hour late. He sits down and is then handed a quiz on calculus and instructed to finish the quiz in fifteen minutes. He hasnââ¬â¢t read any of the chapter on calculus assigned last week and he has missed the lecture on calculus that his teacher gave at the beginning of the class. This is the first he has heard of calculus and he has had no prior experience in the subject. Therefore the student was ignorant on the subject. He failed the quiz because of his ignorance. The student may have retained the information given on calculus well and aced the test had he obtained that information. Ignorance is also a term used to describe being unaware of something. Such as, when a good friend of mine bill ate crab legs for the first time he was ignorant to the fact that he was allergic to shellfish. His throat itched then swelled and he was quickly rushed to the E. R that night. Know he is no longer ignorant to that fact. Other words to describe ignorance are uninformed, unlearned, uneducated and unwitting . Stupidity can be defined as a lack of intelligence. When one lacks intelligence they lack the ability to think and learn. They also lack the ability to apply information that they have been given. Stupidity can also be described as a lack of perception, not using the senses or lacking common sense. When one does not think logically or chooses not to make practical judgments based on the experience they already posses that is stupidity. Stupidity is expressed in irrational or thoughtless behavior. Such as the story given earlier of the male college student who didnââ¬â¢t study he showed an example of ignorance by having no knowledge of the subject he was being quizzed on. He also showed an example of stupidity. He would not have been ignorant had he studied. He was not ignorant to the fact that he had a chapter to read or of the time he was to be in class he just stupidly chose not to read the chapter just as he stupidly chose to be late for class. Because of this thoughtless, stupid behavior he was left ignorant. Other words to describe stupidity are foolish, senseless, witless and idiotic. Ignorance is a term used to describe ones unknowing, as to say he is ignorant of a subject not because he is stupid but because he lacks knowledge of that subject. It is a term that should never be used to insult and just as well should never be taken that way. There is no one person who possess no ignorance at all, we all have things we are ignorant of. Benjamin Franklin once said ââ¬Å" being ignorant is not so much a shame as being unwilling to learnâ⬠. One can attempt to dispel there ignorance by seeking out and the proper Knowledge and education. Once they obtain the proper information and knowledge then they are no longer ignorant of the subject. Stupidity is a term used as an insult and can usually be correctly perceived as one. When a person uses the term stupid to describe another they are usually placing the blame of thoughtlessness or another negative trait such as foolishness on that other person. Fools rush in where fools been beforeâ⬠Unknown. While ignorance can be dispelled as quickly as one can learn, stupidity seems to be a pattern or bad habit that even the most educated people tend to exhibit. It can take a lot longer for some to get rid of there stupidity then for others to gain knowledge and rid of there ignorance. These terms have been defined enough to show why they are two vastly different words wi th two vastly different meanings and are expected to be used wisely.

Main purpose of education Nowadays,Hong Kong education system has an controversial issue which is about the teachers train their students in order to ensure they obtain the highest grade in public examination. As a result ,they do not know how to apply the knowledge they learned into the workplace. Teachers only teach the knowledge and students recites the information from the textbook,thus many secondary school graduates are lack of the ability to present their opinion and idea in a precise and organized way..The current education system ignores the main purpose of education which is to train the studentsââ¬â¢ critical thinking in the lesson. Practicing the critical thinking is definitely essential for the students because they have to contact with the hustle business environment after they graduate from the college. If they can elaborate their point of views in current affairs clearly before they graduate, they could compete with other candidates and have the higher opportunity to be hired by employer.The world is changing and going forward gradually, as Charles Darwin have said ââ¬ËSurvival of the fittestââ¬â¢. There is a great deal of workers who has high education level in society, the employer tend to employ the people who can criticize and analyze social topic with valid reasons since well critical thinker can communicate effectively and easier to find solution of complicated problems. Provided that the students equip with critical thinking, they can be an independent and lifelong learners.Moreover , being a competitive worker should apply the critical thinking in the daily life ,instead of reciting the theory from the textbook. Even if students can comprehend the textbookââ¬â¢s knowledge ,it still have colossal difference between the theory and real condition. For instance, if you learned the marketing skill through the textbook, it is impossible to duplicate the whole theory in the varied business environment since there are numerous uncert ain and unpredictable factors such as adjustment of government policy to affect the decision making.Therefore, it is crucial for the students to learn how to criticize the issue since the secondary school education. After we understand the significance of critical thinking, there are several ways to exercise the students to equip with it by the parents and teachers. Firstly, teacher can change the teaching approach so as to make the students can ponder the same issue in various angles. They should adopt multidisciplinary education method instead of spoon-fed education method.They can inspire and motivate the students to think more about social issue and topic, whereas the students can express their notion to teacher and student. For example, when they learn the social condition in China, teacher can teach them the current social issue such as the problem of rural and urban disparity rather than using the outdated examples in the reference book. Having more opportunity to discuss the issue with classmates is an effective way to cultivate studentsââ¬â¢ critical thinking in the class.Secondly ,the parents can instruct their children through the social issue as many adolescents love to face the virtual environment and they overlook the social topic . When they receive the news from the media ,they will not analyze and assess the topic immediately because their parents force them to attend the tutorial and they only get the skill to answer the questions, not the ability of critical thinking.Being attentive to current affairs will enhance the competence of critical thinking,hence the parents can encourage their children to read more editorial in newspaper since the students can develop their own reflection on some issue after they comprehend otherââ¬â¢s point of view . Ultimately, getting the highest grade does not equal to obtain the better occupation. The aim of education is not only to let the students learn the knowledge and apply it to the real situation. More importantly, it should train students to be well critical thinker for the sake of working in the society.
Aging Population in Hk
In the past, many people dead in childhood due to sickness and improper medical treatment, which enzymes and bacteria can easily kill them. However, with the development of medical technology, such as introduction of new treatments like antibacterial, people can combat many diseases and have a longer life, and the death rate can be lowered. Hence, as Hong Kong is a stable place, it can make people in Hong Kong live longer. Hong Kong is a stable place without the threat of civil wars and lack of essential resources like water and food, compare with some undeveloped countries. In addition, the Hong Kong government also maintain stability by making policies such as food hygiene policy. With maintaining stability, people can live longer then. The above conditions lead to the increasing longevity of Hong Kong people, which caused the aging population in Hong Kong. Declining birth rate In the past 50 years, there was a baby boom occurred in Hong Kong. People at that time did not concern about the cost of bring the child up and the problem of population explosion, which lead to the high birth rate at that time. After reaching 1980s, the birth rate started to be declined. This is mainly due to higher education rate in HK, when there is a higher educates rate, less female would unwilling to born more children. Hence, fearing from financial burden, as it bringing a child up requires a high cost, families are unwilling to give birth to child. Moreover, people are more likely to settle down at a later age, form their families when they become old, this also lead to a low birth rate. In fact, the low death rate could bring few negative effects. However, when there is a declining birth rate, the young age group cannot support the size of old age group born in the baby boom. This will lead to a serious problem. In short, a declining birth rate and a low death rate caused the aging population. Situation in Hong Kong In Hong Kong, the population sizes of youngsters are keeping decreasing with a decrease of 17. 9% in 33 years. In contrast, the number of old people are keeping increasing, it is estimated in 2033, the old age group will become one-forth of the whole population. Hence, there is a decreasing trend in birth rate in 40 years with a drop of 1500 babies per year. Nevertheless, the trend grow again since 2005 due to migration from Mainlanders, they could only be able to work until 2030,which may hard to combat the problem. To conclude, the problem of aging population is serious. Impact of aging population In medical aspect, aging population may increase medical expenditure of government because elderly people may have the high risk of chronic diseases. Due to increases of medical services, the demand of doctor and nurses would also be increased. However, the government may not have enough money to provide better medical services as a lower tax income. This may lead to poor quality of medical services. From the point of view of the government, aging population reduces the governmentââ¬â¢s income as providing more welfare and medical care for elderly. It would also affect the GDP of HK due to more elderly people and less working population, which reduce Hong Kongââ¬â¢s economic development. HK competitiveness in the world may be seriously affected. In social aspect, aging population may increase the pressure of working force, as they need to pay more tax to government for providing better medical services and welfare, even though the demand of productivity at will be high and high salaries will be paid in the future. On the other hand, it may also enhance the problem of poverty as they may unable to work after retired. Suggestions of aging population From the above passage, we can see that aging population will cause a high expenditure and welfare on the government. The aims of the solutions below are to solve these problems. To start with, the government can solve the problem by Enabling older individuals to keep economically active. For example, the government can employed these old age people part-time works to enhance productivity. It can also encourage them to spend more money to enhance the economy by encourage them to travel in Hong Kong, such as the $2 Public Transport Concessions for the elderly. For those retired who are poor and disable to work, the government should put more resources to help them maintain a living. For example, increase the amount of welfare on the poor, or provide resources to some fund, which helps the old age groups, such as the Community Collusion Fund. On the other hand, the government should also cut some welfare, for example, the introduction of the Mandatory Provident Fund (MPF) can let the old people save money itself for entire when they are working; the issue of health care voucher can reduce the burden of the government-owned health system. These measures can help the government to reduce the welfare.
